1. A method of making an electrode, the method comprising:

  • mixing together a composition having a transition metal catalyst, electrically conductive material, a polymer blend of a first polymer mixture having a different glass transition temperature and molecular weight than the glass transition temperature and molecular weight of a second polymer mixture, and a solvent;

    wherein the polymer blend is selected from the group consisting of acrylic homopolymers, acrylic copolymers, acrylic terpolymers, and mixtures thereof;

    depositing the composition on a non-conductive substrate; and

    removing the solvent.
