1. A method comprising:

  • a radio network controller (RNC) executing computer-readable program instructions arranged as a timer to measure a measurement time period;

    the RNC executing computer-readable program instructions for counting how many idle slots are carried in each forward-link frequency band of a plurality of frequency bands during the measurement time period, wherein each forward-link frequency band of the plurality of frequency bands is controlled by the RNC;

    the RNC determining from among the plurality of frequency bands a particular forward-link frequency band that carried a greatest number of idle slots during the measurement time period, wherein determining the particular forward-link frequency band that carried the greatest number of idle slots during the measurement time period comprises the RNC comparing how many idle slots were carried in the particular forward-link frequency band to, for each of the other frequency bands of the plurality of frequency bands, how many idle slots were carried in that frequency band;

    the RNC receiving a new data communication request; and

    the RNC (i) selecting the particular forward-link frequency band that carried the greatest number of idle slots during the measurement time period to carry a data communication associated with the new data communication request, and (ii) thereafter using the particular forward-link frequency band that carried the greatest number of idle slots during the measurement time period to carry the data communication associated with the new data communication request.
