1. A system for plasma-mediated thermo-electrical surgery comprising:

  • a cutting electrode having an elongate cutting portion having a length greater than its width, wherein the width is less than 250 μ

    m;

    a return electrode adapted to attach to the body of a patient remote from the cutting electrode; and

    a voltage control unit coupled to the cutting electrode and configured to provide a plurality of voltage pulses to the cutting electrode, wherein the voltage control unit comprises;

    a voltage source anda pulse control configured to control the voltage applied to the cutting electrode from the voltage source, so that the voltage applied comprises a plurality of pulses each separated by an interval greater than 1 ms, wherein the duration of each pulse is between about 2 μ

    s and 200 μ

    s, and each pulse comprises a plurality of minipulses.
