Abstract

A public service message broadcast system and method for managing the submission and transmission of a broadcast agent message to at least one geographically distinct geo-fenced peer public service message broadcast system includes creating a broadcast message record by a broadcast message originator defining the broadcast message and the broadcast target area and authenticating the broadcast message authority of the broadcast message originator. The method also includes transmitting the broadcast message record to a peer public service message broadcast system and validating the received broadcast message record for transmission to an associated broadcast message network.

Claims

1. A public service message broadcast system providing a broadcast message to a broadcast target area, the system comprising:

a broadcast message interface configured for receiving a broadcast record including the broadcast target area and the broadcast message, for defining at least one of a plurality of supervisory public service message broadcast system systems each of which provides broadcast message processing for a plurality of sub-tending public services message systems each of which provides broadcasting of point to multipoint messages to different geographic serving areas, for receiving the broadcast message and for generating the broadcast message record including the broadcast message, the broadcast target area, the broadcast message originator identifier, the and the at least one supervisory public service message broadcast system for receiving the broadcast message record;

a broadcast admission control module associated with the at least one supervisory public service message system and configured for receiving the broadcast message record, validating the broadcast message record as a function of the broadcast message originator identifier, the broadcast target area, and a supervisory public service message broadcasting system routing parameter associated with the at least one supervisory public service message broadcast system and generating the validated broadcast message record including the supervisory public service message broadcast system routing parameter; and

a broadcast message routing sub-system associated with the at least one supervisory public service message system configured for receiving the validated broadcast message record, identifying at least one of the sub-tending public service message broadcasting system providing broadcast message processing to a message broadcasting network providing wireless point to multipoint message broadcasting to a serving area that includes at least a portion of the target area,

said supervisory public service message broadcast system being responsive to the identifying message transmission and routing the validated broadcast message record to the identified geographically distinct sub-tending public service message broadcasting system.

The system of claim 1 wherein the broadcast admission control module verifies an authority of the broadcast message originator as a function of a broadcast message originator authorization parameter including a broadcast message jurisdiction of the broadcast message originator that includes the broadcast target area, said transmitting the broadcast message being responsive to the authority verification.

3. The system of claim 1 wherein the broadcast admission control module is configured for validating including validating the authority of a broadcast message originator as a function of a broadcast message originator parameter.

The system of claim 1 wherein the broadcast admission control module of the supervisory public service message broadcast system is a first broadcast admission control module, and wherein the broadcast message routing sub-systems includes a second broadcast admission control module configured for receiving the validated broadcast message record from the supervisory public service message broadcast system, validating a second time the broadcast message record as a function one or more of the broadcast message originator identifier, the broadcast target area, and the supervisory public service message broadcasting system routing parameter and generating a second validated broadcast message record.

5. The system of claim 4 wherein the broadcast message routing sub-system is configured for flagging the second validated broadcast message record with a jurisdictional code of the broadcast message originator and a message priority code.

The method of claim 5 wherein the second broadcast admission control module is configured for validating the broadcast message record including authenticating the jurisdictional authority of the broadcast message originator to transmit the message to a serving area of the broadcast message routing sub-system.

The system of claim 4, further comprising a second broadcast message routing sub-system having a serving area that is geographically different than the serving area of the at least one of the plurality of broadcast routing sub-systems, the second broadcast routing sub-system configured for receiving the second validated broadcast message record, said supervisory public service message broadcast system being responsive to the message transmission by the first broadcast message routing sub-system for routing the validated broadcast message record to the second broadcast message routing sub-system.

8. A public service message broadcast service method for managing the submission and transmission of a broadcast message to at least one geographically distinct geo-fenced public service message broadcast system comprising:

in an initiating public service message broadcast system providing message broadcasting to a first geographic serving area,

creating the broadcast message from input received from a broadcast message originator;

defining a broadcast target area from input received from the broadcast message originator;

creating a broadcast message record including the created broadcast message, the defined broadcast target area, and a broadcast message originator identifier associated with the broadcast message originator and including a jurisdictional authority for the broadcast originator;

authenticating the authority of the broadcast message record for the broadcast message originator including the broadcast target area;

selecting a supervisory public service message broadcast system selected from among a plurality of supervisory public service message broadcast systems, each of which provides broadcast message processing for one or more message broadcast sub-systems each of which provides message broadcast processing for different geographic serving areas and each of which providing broadcast message processing for a message broadcast network having network transmission equipment providing message broadcasting to a service area that includes at least a portion of the broadcast target area;

transmitting the authenticated broadcast message record to the selected supervisory public service message broadcast system;

in the selected supervisory public service message broadcast system that provides message broadcasting to a serving area containing one or more public service message broadcast systems serving areas that are geographically different than the initiating public service message broadcast system,

determining the acceptability of the authenticated broadcast message record by4he-to the selected supervisory public service message broadcast system for transmission as an acceptable broadcast message record to at least one of a second supervisory public service message broadcast system and a sub-tending pubic service message broadcast system providing broadcast message transmission service over one or more message broadcasting networks to at least a portion of the broadcast target area; and

transmitting the acceptable broadcast message record to the at least one of a second supervisory public service message broadcast system and a sub-tending pubic service message broadcast system.

9. The method of claim 8, further comprising determining the acceptability of the submitted broadcast message record by a second supervisory public service message broadcast system;

and transmitting the acceptable broadcast message record to a sub-tending pubic service message broadcast system providing broadcast message transmission service to at least a portion of the broadcast target area for transmission to a served broadcast message transmission network providing message broadcasting transmission service to broadcast message receiving devices within, at least a portion of, the broadcast target area.

The method of claim 8, further comprising validating the submitted broadcast message record by the sub-tending pubic service message broadcast system providing broadcast message transmission service to at least a portion of the broadcast target area for transmission to a served broadcast message transmission network providing message broadcasting transmission service to broadcast message receiving devices within, at least a portion of, the broadcast target area.

The method of claim 10 wherein the validating of the broadcast message record includes validating as a function of a broadcast message originator identifier, the broadcast target area, and a broadcast message transmission network parameter associated with a broadcast transmission network configured for broadcasting the message to at least a portion of the broadcast target area.

12. The method of claim 8 wherein the creating of the broadcast message record includes flagging the broadcast message record with a jurisdictional code of the broadcast message originator and a message priority code.

13. The method of claim 8 wherein the authenticating of the broadcast message record includes authenticating the jurisdictional authority of the broadcast message originator to include the broadcast target area.

14. The method of claim 8 wherein the determining of the acceptability of the submitted broadcast message record includes appending a supervisory public service message broadcast system broadcast message transmission decision flag to the broadcast message record.

The method of claim 8 wherein the determining of the acceptability of the submitted broadcast message record from a second supervisory public service message broadcast system by the sub-tending public service message broadcast system including appending a sub\-tending public service message broadcast system message transmission decision flag to the broadcast message record.

The method of claim 8 wherein the selected supervisory public service message broadcasting system is a global public service message broadcasting system, further comprising selecting a second supervisory public service message broadcast system that includes a regional public service message broadcasting system and the sub-tending public service message broadcasting system is a national public service message broadcasting system.

The method of claim 8 wherein the selected supervisory public service message broadcasting system is a regional public service message broadcasting system, further comprising selecting a second supervisory public service message broadcast system that includes a national public service message broadcasting system and the sub-tending public service message broadcasting system is a provincial or state public service message broadcasting system.

18. The method of claim 8 wherein the selected supervisory public service message broadcasting system is a national public service message broadcasting system, further comprising selecting a second supervisory public service message broadcast system that includes a state or provincial public service message broadcasting system and the sub-tending public service message broadcasting system is a local public service message broadcasting system.

19. A public service message broadcast system providing a broadcast message to a broadcast target area, the system comprising:

a broadcast message interface configured for receiving a broadcast message record including the broadcast message, the broadcast target area, and a broadcast message originator identifier, identifying two geographically distinct peer public service message broadcast systems each of which provides point to multipoint message broadcasting to different geographic servicing areas that include at least a portion of the broadcast target area and each for receiving the broadcast message and generating a broadcast message record including the broadcast message, the broadcast target area, the broadcast agent identifier and the geographically distinct peer public service message broadcast systems is each configured for transmitting the received broadcast message to, at least a portion of, the broadcast target area;

a first broadcast admission control module associated with a first of the two geographically distinct peer public service message broadcast systems configured for receiving the broadcast message record, validating the broadcast message record as a function of the broadcast message originator identifier, at least a portion of the broadcast target area, and the first geographically distinct peer public service message broadcasting system;

a first peer geo-fenced broadcast message routing sub-system configured for routing an validated broadcast message to a second broadcast admission control module associated with one of the two geographically distinct peer public service message broadcasting system; and

the second broadcast admission control module associated with a second of the two geographically distinct peer public service message broadcast systems configured for receiving the routed broadcast message record, validating the routed broadcast message record as a function of ˜

the broadcast message originator identifier, at least a portion of the broadcast target area associated with the second broadcast admission module, and a broadcast message transmission network associated with the second broadcast admission control module.

20. A public service message broadcast service method for managing the submission and transmission of a broadcast agent message to at least one geographically distinct geo-fenced peer public service message broadcast system comprising:

in an initiating public service message broadcast system providing message broadcasting to a first geographic serving area,

creating a broadcast message record including the broadcast message and a broadcast target area each defined record by a broadcast message originator the broadcast message and the broadcast target area;

authenticating the broadcast message authority of the broadcast message originator for the defined broadcast message and the defined broadcast target area of the broadcast message record, the authenticating including creating an authenticated broadcast message record responsive to a successful authenticating;

transmitting the authenticated broadcast message record to a peer public service message broadcast system providing message broadcasting to a second geographic serving area that is different from the first geographic servicing area; and

in the peer public service message broadcast system,

validating the received authenticated broadcast message record for transmission to an associated broadcast message network served by the peer public service broadcast system.

21. The method of claim 20 wherein the validating of the broadcast message record includes validating as a function of a broadcast message originator identifier, the broadcast target area, and a broadcast message transmission network parameter associated with the broadcast transmission network.

22. The method of claim 20 wherein the creating of the broadcast message includes flagging the broadcast message record with a jurisdictional code of the broadcast message originator.

23. The method of claim 22 wherein the authenticating of the broadcast message authority includes authenticating the jurisdictional authority of the broadcast message authority as a function of the jurisdiction code and the broadcast target area.

24. The method of claim 20 wherein the creating of the broadcast message includes flagging the broadcast message record with a message priority code.

25. The method of claim 24 wherein the authenticating of the broadcast message authority includes authenticating the jurisdictional authority of the broadcast message authority as a function of the message priority code.

The method of claim 20 wherein the authenticating includes accepting or rejecting the submitted broadcast message record by the peer public service message broadcast system and includes appending a peer public service message broadcast system broadcast message transmission decision flag to the broadcast message submission and storing the transmission decision as part of the broadcast message record.

27. The method of claim 20 wherein the peer public service message broadcasting system is one of a regional, national, state, provincial or local public service message broadcasting system.

28. A public service message broadcast system providing a broadcast message to a broadcast target area, the system comprising:

a broadcast message interface configured for receiving a broadcast record including the broadcast target area and the broadcast message, for defining at least one supervisory public service message broadcast system for receiving the broadcast message and for generating a broadcast message record including the broadcast message, the broadcast target area, the broadcast message originator identifier and the at least one supervisory public service message broadcast system for receiving the broadcast message;

a broadcast admission control module configured for receiving the broadcast message record, validating the broadcast message record as a function of one or more of the broadcast message originator identifier, the broadcast target area, and a supervisory public service message broadcasting system routing parameter and generating a generating the validated broadcast message record including the geo-fenced broadcast routing parameter;

a hierarchical geo-fenced broadcast message routing sub-system configured for receiving the validated broadcast message record, said supervisory public service message broadcast system being responsive to the message transmission and configured for routing the validated broadcast message record to geographically distinct sub-tending public service message broadcasting systems;

a second broadcast admission control module configured for receiving the routed broadcast message record, second validating of the broadcast message record as a function of one or more of the broadcast message originator identifier, the broadcast target area, and the supervisory public service message broadcasting system routing parameter and generating a second validated broadcast message record including the geo-fenced broadcast routing parameter; and

a second hierarchical geo-fenced broadcast message routing sub-system configured for receiving the second validated broadcast message record, said supervisory public service message broadcast system being responsive to the message transmission and configured for routing the broadcast message record to a second geographically distinct sub-tending public service message broadcasting system.

The system of claim 28 wherein the broadcast admission control module verifies an authority of the broadcast message originator as a function of a broadcast message originator authorization parameter to include the broadcast target area, said transmitting the broadcast message being responsive to the authority verification.

30. The system of claim 28 wherein the broadcast admission control module is configured for validating including validating the authority of a broadcast message originator as a function of a broadcast message originator parameter to include the broadcast target area.

31. The system of claim 28 wherein the hierarchical geo-fenced broadcast message routing sub-system is configured for flagging the second broadcast message record with a jurisdictional code of the broadcast message originator and a message priority code.

32. The method of claim 31 wherein the second broadcast admission control module is configured for the second validating the broadcast message record including authenticating the jurisdictional authority of the broadcast message originator to include the broadcast target area.
