1. A method of treating a patient with a baroreflex activation device, the method comprising:

  • establishing a series of therapy intervals;

    establishing a plurality of burst intervals during at least one of the therapy intervals;

    wherein the burst intervals are commensurate with an interval between heartbeats of the patient;

    generating an electrical output signal, based on the series of therapy intervals, characterized in that electrical power applied to the activation device has a time dependence;

    wherein at least one of the therapy intervals has a first portion characterized by an average electrical power, referred to as a first therapy portion average power, and a second portion characterized by an average electrical power, referred to as a second therapy portion average power, the first therapy portion average power being different from the second therapy portion average power, and wherein at least one of the burst intervals has a first portion characterized by an average electrical power, referred to as a first burst portion average power, and a second portion characterized by an average electrical power, referred to as a second burst portion average power, the first burst portion average power being different from the second burst portion average power.
