A transparent composition for the cosmetic treatment of keratinous materials in the form of a water-in-oil emulsion, comprising, in a cosmetically acceptable medium, at least one compound which is a polyol or mineral electrolyte, at least one volatile silicone in a quantity of between 5 and 20% by weight relative to the total weight of the composition, at least one silicone surfactant wherein the silicone surfactant is present in a quantity of between 0.01 and 10% by weight relative to the total weight of the composition, and at least one cationic surfactant wherein the cationic surfactant is present in a quantity of between 0.5 and 10% by weight relative to the total weight of the composition, wherein the ratio (polyol and/or electrolyte)/oil is greater than or equal to 2, wherein the at least one volatile silicone is a cyclic volatile silicone comprising 3 to 7 silicon atoms,wherein the cationic surfactant is a quaternary ammonium salt, the quaternary ammonium salt beinga salt of formula (VI):
