1. A method for accounting for network usage, the method comprising:

  • obtaining accounting start-stop event data for a user from a first accounting server corresponding to a first Point of Presence (PoP), wherein said start-stop event data from said first accounting server is captured by a target device only if said target device subscribes to a start-stop event corresponding to said start-stop event data;

    obtaining accounting start-stop event data for said user from a second accounting server corresponding to a second PoP, wherein said start-stop event data from said second accounting server is captured by said target device only if said target device subscribes to a start-stop event corresponding to said start-stop event data, wherein said start-stop events include tunnel-based services, Point-to-Point Protocol (PPP) connection, and account access; and

    correlating said accounting start-stop event data from said first accounting server with said accounting start-stop event data from said second accounting server into a subscriber specific call detail record unique to said user by matching said accounting start-stop event data from said first accounting server with said accounting start-stop event data from said second accounting server.
