1. A system for creating a cavity in cancellous bone comprising a cannula having an axis that establishes a percutaneous path leading into bone, a shaft having a distal end portion carrying an elongated loop structure capable of extension from the shaft to create a cavity forming structure, the shaft being sized for passage through the cannula into bone prior to extension of the elongated loop structure, a controller to extend the elongated loop structure from the shaft in situ within cancellous bone to create the cavity forming structure, the shaft being rotatable relative to the cannula about its axis to correspondingly rotate the cavity forming structure, when extended within cancellous bone, to form a cavity in the cancellous bone, and a tool sized for passage through the cannula, the tool being capable of dispensing a filling material into the cavity.
