1. In an IP-based cellular wireless communication system, a device comprising:

  • a monitoring arrangement, the monitoring arrangement being arranged to detect a location of a cellular phone device with respect to an area of restricted access, wherein the location of the cellular phone device with respect to the area of restricted access is detected in part by determining when a preset period of time has elapsed; and

    a sender arrangement, the sender being arranged to send a first message including information associated with the cellular phone device when the location of the cellular phone device with respect to the area of restricted access is detected;

    wherein the location of the cellular phone device with respect to the area of restricted access represents a change from the cellular phone device being in the area of restricted access to the cellular phone device being out of the area of restricted access, the change being detected when the preset period of time has elapsed without a signal from the cellular phone device being detected by the monitoring arrangement.
