1. A touch panel comprising:
- an upper electrode; and
a lower electrode,wherein the touch panel uses a transparent conductor as one of the upper electrode and the lower electrode, the transparent conductor comprising;
a film-shaped or plate-shaped support; and
a transparent conductive layer that is disposed on the support and has a surface formed as a rough surface,wherein the surface of the transparent conductive layer is formed so that a maximum peak height that shows a surface roughness of the surface is in a range of approximately 0.35 μ

Abstract
A transparent conductor includes a film-shaped or plate-shaped support and a transparent conductive layer that is disposed on the support and has a surface formed as a rough surface. The surface of the transparent conductive layer is formed so that a maximum peak height that shows a surface roughness of the surface is in a range of 0.35 μm to 0.43 μm, inclusive.
