- receiving a broadcast signal comprising a fast information channel (FIC) containing cross layer information for mobile service acquisition, a transmission parameter channel (TPC) containing FIC version information for identifying an update of the FIC, and a Reed-Solomon (RS) frame, the RS frame comprising a plurality of mobile and handheld (M/H) transport packets, each of the plurality of M/H transport packets having an M byte header and an N-M byte payload, wherein N and M are natural numbers and N>

demodulating the RS frame included in the broadcast signal;
obtaining IP datagrams of desired mobile service data from the demodulated RS frame; and
decoding at least one of a video stream and an audio stream included in the obtained IP datagrams.

Abstract
A digital broadcasting system and a method of processing data are disclosed, which are robust to error when mobile service data are transmitted. To this end, additional encoding is performed for the mobile service data, whereby it is possible to strongly cope with fast channel change while giving robustness to the mobile service data.
