1. An apparatus, comprising:

  • an outer body having a longitudinal axis and defining an interior region, at least a portion of the outer body configured to be disposed between adjacent spinous processes;

    the outer body having a spacer portion and an extension portion, and being movable between a collapsed configuration and an expanded configuration;

    an inner body disposed within the interior region of the outer body and having a distal end portion coupled to a distal end portion of the outer body, a most proximal end portion of the inner body configured to removably receive a tool to move the outer body between the collapsed and expanded configurations;

    wherein in the expanded configuration;

    the extension portion extends farther outwardly from the longitudinal axis than in the collapsed configuration;

    the spacer portion extends the same distance from the longitudinal axis as in the collapsed configuration;

    a length of the outer body is shorter than in the collapsed configuration.
