- a unit configured to receive a plurality of log files representing a record of test plans from each of the medical systems;

a unit configured to analyze the stored log files to determine a frequency of use of each test plan and a frequency of occurrence of faults, and to calculate a degree of seriousness of faults based on the frequency of use of each test plan and the frequency of occurrence of faults;

a unit configured to determine restrictions on operations of the medical systems based on the seriousness of faults; and
