1. A method for choosing a protocol layer for sending a first signal to a mobile device where the mobile device is operating in a wireless network using an unknown standard having plural protocol layers, comprising the steps of:
- (a) determining a serving area identifier for the wireless network;
(b) comparing the serving area identifier to an entry in a database;
(c) choosing one of the plural protocol layers for communicating with the mobile device based on said comparison, and(d) sending a location request message to the mobile device,wherein one of the plural protocol layers is a control plane and another of the plural protocol layers is a user plane.
