1. A method for communicating data between a mobile station and a base station located in a cell in a wireless communication system having a plurality of cells, comprising:

  • selecting an encoding rate for a fixed power level transmission of data over a predetermined time interval;

    selecting an amount of data for said fixed power level transmission of data over said predetermined time interval;

    selecting a modulation format for said fixed power level transmission of data over said predetermined time interval;

    encoding and modulating said selected amount of data in accordance with said selected encoding rate and said selected modulation format for the transmission of data, andtransmitting a message comprising an indication of one of the selected encoding rate and the selected modulation format for use in decoding the selected amount of data and transmitting messages comprising a different indication upon encountering changed conditions.
