1. For use in a wireless network, a base station capable of communicating with a plurality of mobile stations, said base station comprising:
- a base station controller; and
a location database configured to communicate with the base station controller and to store location data corresponding to the plurality of mobile stations,wherein the location database is configured to determine a probability of successful direct call establishment with a mobile station, wherein the probability of successful direct call establishment is dependent upon a probability of the location of the mobile station being known and wherein the probability of the location of the mobile station being known is based on a speed of the mobile station, and assign a location group to the mobile station based on the probability of the location of the mobile station, the location group having a plurality of parameters, the plurality of parameters including a minimum amount of elapsed time before the mobile station is assigned to a new location group.

11. A method for operating a wireless network, comprising
providing a base station capable of communicating with a plurality of mobile stations, the base station including a base station controller; - and
