At a payment system including one or more processors and system memory, payment system controlled by a business association in accordance with established by-laws that govern the business association, the business association including a plurality of member businesses that have joined together to form the business association, the by-laws defining the operation characteristic of the payment system, including transfer rules that govern how funds can be transferred between accounts within the payment system, the payment system connected to one or more other computer systems at other financial institutions via network communication, the payment system managing accounts for a plurality of registered users of the payment system, each account being partitioned into a plurality of different parts including at least a receiving account and a sending account, a method for transferring funds between accounts within a payment system, the method comprising:
- an act of receiving an electronic request requesting an electronic transfer of funds from a first account to a second account managed by the payment system, the request received from another computer system via network communication, the request including security information and a requested amount of funds that is to be transferred;
an act of verifying that the security information identifies an account-holder of the first account;
an act of verifying that the balance of the first account is sufficient to transfer the requested amount of funds, the balance of the first account representing previously cleared funds transferred into the first account; and
an act of accepting the requested electronic transfer of funds, including;
an act of using the security information to identify the second account; and
an act of transferring the requested amount of funds from the first account to the second account subsequent and in response to verifying the credentials and verifying the first account balance, transferring the requested amount of funds placing the requested amount of funds under the control of the account-holder of the second account essentially immediately upon completion of the transfer, including;
an act of the processor debiting the balance of the first account by the requested amount of funds; and
essentially simultaneously to debiting the balance of the first account, an act of the processor crediting the second account by the requested amount of funds.

Abstract
The present invention extends to methods, systems, and computer program products for payments using pre-paid accounts. Embodiments of the invention provide a single, universal payment method that cannot be physically stolen, that minimizes the risk of information theft, and which can be used to make both small and large payments. The universal payment method is more convenient, more efficient, and less expensive to use because it requires no exchange mechanism from one payment form to another. In addition, to the extent that prior-to-payment funds are controlled by the businesses to whom payment is to be made, the buying power is increased.

22. A payment system for managing funds in prepaid payment accounts, the system comprising:

one or more processors; system memory; one or more computer storage media having stored thereon a payment system account, an account database for the payment system, an authorization module, and a financial module, wherein the payment system account is an account at an external financial institution that is linked to the payment system, the payment system account providing an interface between internal accounts internal to the payment system and external accounts external to the payment system, the payment system account configured to handle fund transfers from external accounts to internal accounts and configured to handle fund transfers from internal accounts to external accounts; wherein the account database stores account data for internal user accounts of a plurality of users registered with the payment system, each internal user account partitioned into at least one receiving account and at least one coupled sending account coupled to the at least one receiving account, each partitioned account having an account balance, each internal user account associated with credentials that provide full access to the internal user account including any partitioned accounts of the internal user account, each user account also associated with receiving account identifiers that provide limited access to partitioned receiving accounts to transfer funds into the partitioned receiving accounts without providing full access to the internal user account, partitioned sending and receiving accounts being configured in accordance with system transfer rules defining how funds can be transferred between partitioned sending and receiving accounts internal to the payment system; wherein the payment system is configured to receive fund transfer requests that indicate an amount and include at least one of a receiving account identifier and credentials for identifying at least one partitioned account, wherein the balance of the at least one partitioned account is to be altered by the amount; wherein the authorization module is configured to; access any credentials and receiving account identifiers included in received funds transfer requests; use one or more of authentication and authorization to determine appropriate levels of access to the at least one partitioned account based on any accessed credentials and received account identifiers; prevent requested funds transfers that request to alter the balance of the at least one partitioned account when accessed credentials and receiving account identifiers do not indicate a level of access sufficient for altering the balance of the at the least one partitioned account; and permit the financial module to transfer funds to alter the balance of the at least one partitioned account when accessed credentials and receiving account identifiers do indicate a level of access sufficient for altering the balance of the at least one partitioned account; and wherein the financial module is configured to; access an account balance for each of the at least one partitioned account; and alter the account balance for each of the at least one partitioned account by the amount indicated in the received funds transfer request.

A computer program product for use at a payment system, the payment system controlled by a business association in accordance with established by-laws that govern the business association, the business association including a plurality of member businesses that have joined together to form the business association, the by-laws defining the operation characteristic of the payment system, including transfer rules that govern how funds can be transferred between accounts within the payment system, the payment system connected to one or more other computer systems at other financial institutions via network communication, the payment system managing accounts for a plurality of registered users of the payment system, each account being partitioned into a plurality of different parts including at least a receiving account and a sending account, the computer program product for implementing a method for transferring funds between accounts within a payment system, the computer program product comprising one or more computer storage media having stored thereon computer-executable instructions that, when executed by a processor, cause the payment system to perform the method, including the following:

receive an electronic request requesting an electronic transfer of funds from a first account to a second account managed by the payment system, the request received from another computer system via network communication, the request including security information and a requested amount of funds that is to be transferred; verify that the security information identifies an account-holder of the first account; verify that the balance of the first account is sufficient to transfer the requested amount of funds, the balance of the first account representing previously cleared funds transferred into the first account; and accept the requested electronic transfer of funds, including; using the security information to identify the second account; and transferring the requested amount of funds from the first account to the second account subsequent and in response to verifying the credentials and verifying the first account balance, transferring the requested amount of funds placing the requested amount of funds under the control of the account-holder of the second account essentially immediately upon completion of the transfer, including; debiting the balance of the first account by the requested amount of funds; and essentially simultaneously to debiting the balance of the first account, crediting the second account by the requested amount of funds.
