1. A two-dimensional photonic crystal surface emitting laser having a laminated structure in which an active layer and a photonic crystal layer having a structure of a photonic crystal are laminated on a substrate, and having an electrode for injecting a carrier in said active layer, wherein said electrode is provided in a central region of a surface of said laminated structure,having a resonance mode in an in-plane direction of the photonic crystal, and extracting light in a vertical direction to a surface of the photonic crystal,wherein said laminated structure has a multi-refractive index layer including a central region made of a high refractive index medium and a peripheral portion made of a low refractive index medium with a lower refractive index than that of said high refractive index medium, andwherein a peripheral portion made of a low refractive index medium in said multi-refractive index layer is formed in a region not overlapped with the electrode.
