1. A method of making a liner for an expandable stent, comprising:

  • extruding a polytetrafluoroethylene tube having a first length;

    stretching the extruded tube to a second length greater than the first length;

    sintering the stretched tube while restrained from longitudinal contraction;

    dilating the sintered stretched tube from a first diameter to a second diameter larger than the first diameter; and

    sintering the dilated tube while unrestrained to permit radial and longitudinal contraction, the contracted tube having a radial expansion ratio of about 1.0.
