1. An implantable medical device comprising:

  • (a) a surface;

    (b) a coating disposed on the surface comprising;

    (i) a first material comprising a first transition metal oxide material in the form of a layer having a plurality of pores therein disposed on at least a portion of the surface, wherein a first therapeutic agent is disposed in at least some of the pores of the first transition metal oxide material;

    (ii) a first polymer in the form of a layer disposed on at least a portion of the first transition metal oxide material, wherein the first polymer has a plurality of pores therein; and

    (c) an outer region adjacent to the surface, wherein the outer region comprises a second material comprising a second transition metal oxide material different from the first transition metal oxide material, the second transition metal oxide material having a plurality of pores therein, and a second therapeutic agent disposed in at least some of the pores of the second transition metal oxide material;

    wherein the first and second therapeutic agents are the same or different.
