a porous medium positioned in a case, the porous medium including a substituted or unsubstituted poly(phenylene sulfide) and having a porosity greater than 20%; batteries being held by the porous medium, the batteries being connected in a plurality of parallel groups and a plurality of series groups, each parallel group including a plurality of the batteries connected in parallel and each series group connecting one of the batteries from each of the parallel groups in series; terminals for accessing power from the batteries, the terminals being accessible from outside of the case; and a flame retardant absorbed into pores of the porous medium, the flame retardant being a fully or partially halogenated compound selected from a group consisting of alkanes, ethers, ketones, and amines substituted with one or more alkyl groups.
