1. An electrode assembly comprising:

  • an electrode adapted to fully encircle a first longitudinal portion of a target nerve or nerve bundle, said electrode comprising;

    an inner surface adapted to contact an outer surface of said target nerve or nerve bundle, anda plurality of fiber elements each comprising a proximal end and a distal end, wherein said plurality of fiber elements are coupled at said proximal ends to said inner surface of said electrode and said distal ends of said plurality of fiber elements are operative to penetrate said outer surface of said target nerve or nerve bundle.
