1. A self-addressable, microelectronic device adapted to receive a solution including solvent molecules, comprising:

  • a substrate comprising at least one addressable microscopic location, each location comprisinga selectively addressable functioning DC mode microelectrode supported by the substrate, wherein 5% to 25% of the surface of said microelectrode is accessible to said solvent molecules;

    a permeation layer disposed adjacent to the selectively addressable microelectrode;
