- (b) a PEG-PPG-PEG or PPG-PEG-PPG block copolymer;
(c) a diol; and
(d) a difunctional isocyanate,together with an active agent;
wherein the molar ratio of the components (a), (b), (c) and (d) is in the range 0.01-1 to 0.01-1 to 1 to 1.02-3, respectively.
