1. A method of cell selection for a user equipment (UE), the method comprising:

  • determining whether a hierarchical cell structure (HCS) is being used; and

    if the HCS is being used,reading a parameter related to a HCS criteria (H criteria) from system information;

    performing a measurement of cells;

    identifying cells that satisfy a selection or eligibility criteria (S criteria) among the measured cells,wherein the S criteria is used to check whether a reception quality of a candidate cell is sufficient;

    checking the H criteria for a cell that satisfies the S criteria; and

    selecting a cell having a highest ranking criteria (R criteria) among cells that satisfy both the S criteria and the H criteria.
