1. A fluid treatment device for controlling microbial growth in air or potable water systems, said device comprising:

  • a porous substrate selected from paper, foam, wallboard, wallpaper, ceiling tile, fabric, or fibers; and

    fluid treatment media (i) on an outer surface of the porous substrate, (ii) within the porous substrate, or (iii) both (i) and (ii), said fluid treatment media comprising a physical mixture of;

    a first set of particles or beads comprising an anti-microbial component coating on a support material with the anti-microbial component coating comprising one or more coating layers on said support material, said anti-microbial component comprising a transition metal, a transition metal oxide, a transition metal salt, or a combination thereof; and

    a second set of particles or beads comprising a scale inhibitor comprising an inorganic phosphate, a phosphonate, a polycarboxylate, or a combination thereof.
