1. A mobile device for dynamic content distribution and placement of advertising, comprising:
- an advertisement storage on the mobile device that stores a plurality of targeted advertisements selected and delivered by an external advertisement fulfillment system from a plurality of advertisements in an advertisement content data store based on at least one of a plurality of rules, wherein the external advertisement fulfillment system manages a plurality of advertising campaigns, and wherein the plurality of targeted advertisements comprise advertisements from at least two advertising campaigns of the plurality of advertising campaigns;
an advertisement management system on the mobile device that manages the advertisement storage to dynamically change which advertisement of the plurality of targeted advertisements is presented to a user based on at least one higher priority rule of the plurality of rules, wherein one of the external advertisement fulfillment system and the advertisement management system applies the higher priority rule of the plurality of rules, breaks a lower priority rule of the plurality of rules in response to applying the higher priority rule, and changes a priority of one of the at least two advertising campaigns based on applying the higher priority rule; and
at least one executable application on the mobile device that presents the plurality of targeted advertisements to the user.

Abstract
A method of dynamic content distribution and placement of advertising between a mobile device and an advertisement fulfillment system comprising providing a rotation of advertisements stored in the mobile device. Each advertisement comprises substantive content and a value in an impression field. The method further comprises selecting an advertisement from the rotation of advertisements based at least in part on which advertisement in the rotation was last displayed, and displaying the selected advertisement.

19. A system for dynamic content distribution and placement of advertising, comprising:

an advertisement content data store that stores a plurality of advertisements; an advertisement fulfillment system external to a mobile device that manages a plurality of advertising campaigns and selects a plurality of targeted advertisements from the plurality of advertisements stored in the advertisement content data store for the mobile device based on at least one of a plurality of rules, wherein the plurality of targeted advertisements comprises advertisements from at least two advertising campaigns of the plurality of advertising campaigns; and the mobile device comprising; an advertisement storage that stores the plurality of targeted advertisements delivered from the advertisement fulfillment system; an advertisement management system that manages the advertisement storage to dynamically change which advertisement of the plurality of targeted advertisements is presented to a user based on at least one of the plurality of rules, wherein one of the advertisement fulfillment system and the advertisement management system applies a higher priority rule of the plurality of rules, breaks a lower priority rule of the plurality of rules in response to applying the higher priority rule, and changes a priority of one of the at least two advertising campaigns based on applying the higher priority rule; and at least one executable application on the mobile device that presents the plurality of targeted advertisements to the user.

20. A method for dynamic content distribution and placement of advertising, comprising:

managing, by an advertisement fulfillment system external to a mobile device, a plurality of advertising campaigns; selecting, by the advertisement fulfillment system, a plurality of targeted advertisements from a plurality of advertisements stored in an advertisement content data store for the mobile device based on at least one of a plurality of rules, wherein the plurality of targeted advertisements comprises advertisements from at least two advertising campaigns of the plurality of advertising campaign; storing, by an advertisement storage on the mobile device, the plurality of targeted advertisements delivered from the advertisement fulfillment system; managing, by an advertisement management system on the mobile device, the advertisement storage to dynamically change which advertisement of the plurality of targeted advertisements is presented to a user based on at least one of the plurality of rules; applying, by one of the advertisement fulfillment system and the advertisement management system, a higher priority rule of the plurality of rules; breaking, by the one of the advertisement fulfillment system and the advertisement management system, a lower priority rule of the plurality of rules in response to applying the higher priority rule and changing a priority of one of the at least two advertising campaigns based on applying the higher priority rule; and presenting, by at least one executable application on the mobile device, the plurality of targeted advertisements to the user.
