1. A mobile device for dynamic content distribution and placement of advertising, comprising:

  • an advertisement storage on the mobile device that stores a plurality of targeted advertisements selected and delivered by an external advertisement fulfillment system from a plurality of advertisements in an advertisement content data store based on at least one of a plurality of rules, wherein the external advertisement fulfillment system manages a plurality of advertising campaigns, and wherein the plurality of targeted advertisements comprise advertisements from at least two advertising campaigns of the plurality of advertising campaigns;

    an advertisement management system on the mobile device that manages the advertisement storage to dynamically change which advertisement of the plurality of targeted advertisements is presented to a user based on at least one higher priority rule of the plurality of rules, wherein one of the external advertisement fulfillment system and the advertisement management system applies the higher priority rule of the plurality of rules, breaks a lower priority rule of the plurality of rules in response to applying the higher priority rule, and changes a priority of one of the at least two advertising campaigns based on applying the higher priority rule; and

    at least one executable application on the mobile device that presents the plurality of targeted advertisements to the user.
