- a surface, the surface comprising a surface porous structure of a first material, the surface porous structure defining pores and being corrugated;
a coating of a second material on the surface porous structure; and
a plurality of hollow elements, at least some of the hollow elements being formed in one or more of the pores of the surface porous structure, and at least some of the hollow elements each comprising a wall formed of the second material and comprising a portion of a continuous part of the coating, the wall defining an interior space, the interior space containing a therapeutic agent.
