1. An apparatus comprising:

  • a processor; and

    memory coupled to the processor, the memory comprising at least one executable instruction that when executed by the processor causes the processor to effectuate operations comprising;

    receiving a query to determine an availability of non-voice based emergency messaging;

    determining if the query comprises at least one;

    of an indication of a cellular site that received the query;

    oran indication of a location from which the query was provided; and

    when it is determined that the query comprises an indication of a cellular site that received the query;

    determining a region covered by the cellular site;

    identifying a public safety answering point (PSAP) that is assigned to handle the region; and

    determining availability of non-voice based emergency messaging of the identified PSAP assigned to handle the region; and

    when it is determined that the query comprises an indication of a location from which the query was provided;

    identifying a PSAP that is assigned to handle the location; and

    determining availability of non-voice based emergency messaging of the identified PSAP assigned to handle the location; and

    providing a response to the query, the response comprising an indication of availability of non-voice based emergency messaging.
