1. A method comprising:

  • receiving, by at least one processor, a session request from an Internet protocol device;

    determining, by the at least one processor, whether the Internet protocol device is off-cycle or on-cycle based on registration information associated with the Internet protocol device;

    initiating, by the at least one processor and when the Internet protocol device is on-cycle, a session with the Internet protocol device;

    transmitting, by the at least one processor and when the Internet protocol device is off-cycle, a confirmation of location information message to the Internet protocol device;

    receiving, by the at least one processor, a rejection message, based on the confirmation of location information message, from the Internet protocol device,the rejection message including first information indicating that the Internet protocol device does not confirm location information in the location information message and second information indicating that the Internet protocol device requests disabling emergency services locating; and

    performing, by the at least one processor and based on receiving the rejection message, one of;

    allowing the session with at least one disabled service, ordenying the session.
