1. An apparatus for circuit-switching emulation over Internet Protocol (IP) providing in-band dynamic bandwidth-management, comprising:

  • a call controller establishing a circuit emulation service over IP (CESoIP) connection between a first transmission-control system and a second transmission-control system;

    the call controller for handling a transmission and for allocating a first port of a first transmission-control system for at least one active emulated circuit-switched channel;

    the call controller further operable for providing information to create a channel-allocation block that identifies, by an IP address, the at least one active emulated circuit-switched channel and a destination port allocated for the at least one active emulated circuit-switched channel on the first transmission-control system;

    wherein the first transmission-control system is operable to encapsulate the channel-allocation block into a header of a Real-time Transfer Protocol (RTP) packet; and

    wherein the first transmission-control system is further operable to send the RTP packet, which includes the channel-allocation block and the transmission, to a second transmission-control system while the at least one active emulated circuit-switched channel remains active.
