1. An apparatus for wireless communication, comprising:

  • at least one processor; and

    a memory coupled to the at least one processor, the memory storing instructions for execution by the at least one processor, wherein the instructions cause the at least one processor to determine, with respect to a cell, an outside load based on a total load for the cell determined from a rise-over-thermal (RoT) measurement, an in-cell load for users served by the cell determined from uplink transmissions received from the users, and a non-serving active set load due to users in neighbor cells that have the cell in their active sets, to determine an available load for the cell based on a target total load for the cell from a target RoT and the outside load, and to schedule users in the cell for transmission on uplink based on the available load for the cell;

    wherein the outside load is the load of users in other cells and not having the cell in their active sets.
