1. A biodegradable tissue fixation device, comprising:
- a first component having an outer surface and having interconnecting pores; and
a second component disposed in the pores of the first component, such that the first component is non-porous,wherein the second component further forms a non-porous layer that covers the outer surface of the first component except in defined areas,wherein the second component has a higher rate of in vivo degradation than the first component so that, after implantation of the device in vivo, the degradation of the second component exposes the pores in the first component.

The first component and second component are arranged so that, upon degradation of one of the components, the other component provides a scaffold into which bone can grow.
