1. A transmitting system for transmitting a broadcast signal, the transmitting system comprising:
- a Reed-Solomon (RS) encoder configured to encode mobile service data for Forward Error Correction (FEC) to build an RS frame including the mobile service data and a signaling information table;
a signaling encoder configured to encode signaling information including fast information channel (FIC) data and transmission parameter channel (TPC) data, wherein the FIC data includes binding information between a service of the mobile service data and either a primary ensemble or a secondary ensemble that carries the signaling information table;
a group formatter configured to form data groups, wherein at least one of the data groups includes encoded mobile service data, known data sequences, the FIC data and the TPC data; and
a transmission unit configured to transmit the broadcast signal including a parade of the data groups,wherein the RS frame further includes a plurality of transport packets,wherein at least one of the plurality of transport packets includes a header and a payload,wherein the payload includes at least one Internet protocol (IP) datagram,wherein the header includes a pointer field indicating a start position of a new IP datagram in the payload,wherein the FIC data further includes an ensemble identifier to identify the primary or secondary ensemble, andwherein the TPC data includes FIC version information for identifying an update of the FIC data.

A digital broadcasting system and method of processing data therein are disclosed. According to one embodiment, a digital broadcasting system includes an RS (Reed-Solomon) encoder configured to encode mobile service data for FEC (Forward Error Correction) to build RS frames including the mobile service data and a signaling information table, a signaling encoder configured to encode signaling information including fast information channel (FIC) data, and transmission parameter channel (TPC) data, a group formatter configured to form data groups, wherein at least one of the data groups includes encoded mobile service data, known data sequences, the FIC data and the TPC data, and a transmission unit configured to transmit the broadcast signal including a parade of the data groups.
