1. A frozen particle composition, comprising:

  • a frozen citrate solution particle defining at least one cavity containing at least one liposome;

    the at least one liposome containing at least one agent of cyanoacrylate, isocyanate, chitin, polyacrylic acid, poly (L-lactic acid), polyglycolide, polylactic acid, polyether, polyol, polyvinylpyrrolidone, pyroxylin, polymethacrylate-isobutene-monoisopropylmaleate, polylactic-co-glycolic-acid, carboxymethylcellulose, or methacrylate; and

    wherein the frozen citrate solution particle is a frozen solution of sodium citrate in water, and wherein the frozen citrate solution particle is coated in one or more of collagen, fibrin, Factor XIII, Factor XII, thrombin, fibrinogen, hyaluronate, or glycosaminoglycan; and

    is approximately one micrometer or less, approximately one nanometer or less, or any size value therebetween.
