1. An apparatus for treating a blood vessel containing blood in a body, comprising:

  • a catheter body including at least one lumen, at least one port in communication with the lumen and suitable for delivery of a liquid comprising an agent, and a first portion suitable for insertion into the blood vessel for delivering the liquid into the blood vessel;

    first and second inflatable balloons coupled to a portion of the catheter body, the at least one port located between the first and second balloons, the first and second balloons configured to isolate a segment of the blood vessel to create a chamber suitable for delivery of an effective amount of a neurotoxic or neurolytic agent after the portion of the catheter body is inserted into the blood vessel and the first and second inflatable balloons are inflated;

    a conductor extending through the catheter body;

    an expandable electrode coupled to the conductor and positioned between the first and second inflatable balloons to deliver electrical stimulation signals to the blood vessel when expanded, wherein the electrical stimulation signals adapted to alter blood pressure or heart rate; and

    one or more neurolytic or neurotoxic agents.
