updating the WSM when the station retrieves updated available channel information; and

transmitting the updated WSM to another station such that the another station moves to another channel if the another station is operating on the specific channel, wherein the updated WSM is used for the another station to determine a white space operation state of the another station, wherein, if the another station fails to retrieve the updated WSM within a predetermined time, the another station changes the white space operation state to unenabled and stops transmitting within the white space, andwherein the station has a regulatory database access capability, and the another station lacks regulatory database access capability.
