System and method for provisioning flows in a mobile network environment

1. A method for managing a first communication flow and a second communication flow in a network environment, the second communication flow associated with voice data and/or video data, comprising:
- receiving, at a mobile access gateway, a request from a mobile node for an Internet protocol (IP) address;
establishing a point-to-point (PPP) link between the mobile node and the mobile access gateway;
provisioning a first tunnel associated with the first communication flow for the mobile node between the local mobility anchor of the mobile node and the mobile access gateway, wherein said first tunnel is a guaranteed bandwidth traffic-engineered tunnel; and
applying Quality of Service (QoS) parameters associated with the second communication flow against the guaranteed bandwidth of the first tunnel to ensure the first tunnel has the capacity to carry the second communication flow;
provisioning a sub-tunnel within the first tunnel for transporting the second communication flow, wherein the sub-tunnel consumes a portion of the available bandwidth of the first tunnel.

Abstract
An example method is provided and includes receiving a request from a mobile node for an Internet protocol (IP) address and establishing a point-to-point (PPP) link for the mobile node. The method also includes provisioning a first tunnel associated with a first communication flow for the mobile node, and provisioning a sub-tunnel with the first tunnel for a second communication flow. The second communication flow is associated with a high priority type of data to be transported on the sub-tunnel. In more specific embodiments, a call admission control (CAC) mechanism is used to establish the sub-tunnel with the first tunnel for the second communication flow. Additionally, an inner label is installed in a header of a packet associated with the second communication flow in order to identify the sub-tunnel.
