1. A method for reducing restenosis by irreversible electroporation, comprising:

  • introducing a balloon with a plurality of electrodes through vasculature to a restenosis site;

    positioning the balloon at or near the restenosis site;

    delivering a test voltage to cells in the restenosis site prior to applying a programmed electric field to the restenosis siteusing a programmed control circuit, applying a programmed electric field to the restenosis site among the electrodes through a switching device to activate the electrodes in a selected pattern among a plurality of switching patterns in an amount which is sufficient to induce irreversible electroporation of the restenosis site, but which is insufficient to induce thermal damage to the restenosis site such that the cells in the restenosis site are ablated by irreversible electroporation.
