A substrate with a transparent conductive layer comprisinga transparent supporting substrate, a thermosetting resin layer containing 50% by weight or more of a melamine resin, anda carbon nanotube conductive layer, in this order, the carbon nanotube conductive layer having an in-plane uniformity providing a value of linearity of resistance of the carbon nanotube conductive layer, wherein the value of linearity of resistance of the carbon nanotube conductive layer is 1.5% or less.
