1. A method of performing random access at a user equipment in a radio communication system, the method comprising:

  • transmitting a first random access preamble using a first parameter value;

    performing a back-off to delay transmitting a second random access preamble for a back off time when the random access fails;

    checking if the back off time exceeds a specific threshold value to determine whether to update the first parameter value or not;

    updating the first parameter value to obtain a second parameter value if the back off time does not exceed the specific threshold value;

    transmitting the second random access preamble using the first parameter value when the back off time does exceed the specific threshold value such that a transmission power of the second random access preamble is determined using the first parameter value; and

    transmitting the second random access preamble using the second parameter value when the back off time does not exceed the specific threshold value such that the transmission power of the second random access preamble is determined using the second parameter value.
