Tiered wireless, multi-modal access system and method
First Claim
1. A multi-tier communication system for providing wireless access to a portable wireless access device that is able to establish wireless links with the communication system by using at least two different communication protocols of which a first communication protocol having a different broadcast strength than said second communication protocol, said multi-tier system comprising:
- a. a first wireless communication network including a plurality of first gateways forming a low power tier for providing wireless services by establishing wireless communication links with one or more of the portable wireless access devices using said first communication protocol at a low broadcast strength operating over a small geographic area;
b. a second wireless communication network including a plurality of second gateways forming a higher power tier for providing wireless services by establishing wireless communications with one or more of the portable wireless devices using said second communication protocol at a higher broadcast strength operating over a larger geographic area; and
c. a system traffic controller configured to effect establishment of a wireless communication link between a first portable wireless access device and said first wireless communication network if said first wireless communication network is capable of providing a service requested by said first portable wireless access device, thereby achieving a more nearly optimal utilization of radio spectrum.

Abstract
A wireless, multi-modal access device and system adapted to integrate a number of communications networks operating in differing communication modes to facilitate transfer of communication links during a communication session to promote efficient use of the communication networks. The system includes a plurality of Universal Multi-Modal Access Devices UMMAD that are capable of operating at different frequencies and different protocols (TDMA, AMPS, CDMA, GSM, PCS etc) to communicate with any one of a number of Wide Bandwidth Gateways (WBG), which are each capable of communication using one or more of the protocols. The communication links may be switched from one WBG to another or from one protocol to another during a communication session to continue the session under the control of a Universal System Traffic Controller. Numerous other applications of the UMMADs for unique identification and e-commerce are disclosed.
