- determining a first plurality of time intervals within a variable bit rate representation of an image sequence in which information blocks per unit time are greater than in a second plurality of information blocks per unit time;
generating interlaced information blocks by interlacing information blocks from the first plurality and information blocks from the second plurality to reduce bit rate variation in the stream to be sent;
populating a header in the interlaced information blocks with data identifying information blocks from the first plurality and information blocks from the second plurality; and
streaming the interlaced information blocks via a communication network.

Abstract
A method comprises determining a plurality of time intervals Tp and Tn within a variable bit rate (VBR) representation of an image sequence. The time intervals Tp are those in which a number of blocks of information per unit time is greater than a baseline value. The time intervals Tn are those in which a number of blocks of information per unit time is less than the baseline value. A second representation of the image sequence is created in which some blocks of information Bp are removed from the time intervals Tp and interlaced with blocks of information Bn in the time intervals Tn to reduce a variation in a number of blocks of information per unit time between the time intervals Tp and Tn.

determining a bit rate for encoding the image sequence to the variable bit rate representation which substantially maximizes a desired information content of the interlaced information blocks and constrains a maximum bit rate of the interlaced information blocks to be less than or equal to a predetermined value.

an encoder; a variable bit rate representation; and a processor having access to a computer readable medium including a stored, processor executable computer program that, when executed by the processor, causes the processor to perform operations comprising; determining a first plurality of time intervals within a variable bit rate representation of an image sequence in which information blocks per unit time are greater than in a second plurality of time intervals; generating interlaced information blocks by interlacing information blocks from the first plurality and information blocks from the second plurality to reduce the amount of bit rate variation; populating a header in the interlaced information blocks with data indicating that information blocks from the first plurality are interlaced with information blocks from the second plurality; and streaming the interlaced information blocks via a communication network.
