1. A bioadhesive composition formed by mixinga hydrophobic phase and a liquid hydrophilic phase, wherein the hydrophobic phase is a hydrophobic pressure sensitive adhesive comprising a mixture of a butyl rubber and a polyisobutylene and the liquid hydrophilic phase is dispersed in the hydrophobic phase and comprises a poly(N-vinyl lactam) polymer and a polyethylene glycol oligomer admixed to form a miscible hydrophilic blend, wherein the poly(N-vinyl lactam) and polyethylene glycol are noncovalently crosslinked, and the composition exhibits no substantial loss in adhesion of the hydrophobic phase upon mixing with the hydrophilic phase.
