A method for reducing a concentration of a contaminant associated with a medium, comprising treating the medium with reactive oxidants formed from a composition of matter, said reactive oxidants effective to oxidize at least a portion of the contaminant, an amount of said reactive oxidants greater than an amount of reactive oxidants available from said oxidizing agent alone, the composition of matter comprising a mixture of an oxidizing agent and ferric gluconate, wherein all chelation sites of the ferric gluconate are saturated with ferric ion, and wherein a concentration of the ferric ion is between 3570 ppm and 22,200 ppm.

In one exemplary method, the medium is treated with a ferric chelate and an oxidizing agent in amounts effective to oxidize at least a portion of the contaminant.
