1. An implantable device comprising:
- a rod, the rod having a first portion and second portion;
a first wing coupled to the rod on the first portion;
a second wing having an opening and being engageable to the rod through the opening;
a central barrel having a first side and a second side, which extend on either side of the rod, the first side comprising at least one insertion instrument connecting portion and the second side having at least one insertion instrument connecting portion;
an insertion instrument configured to couple to the first side and the second side of the central barrel; and
a compressor instrument configured to couple to the rod and the second wing,wherein a cam ratcheting lock secures the second wing to the rod via rotation of the rodwherein the central barrel is configured to be positioned in an interspinous space.

11. An implantable device:
-
a rod comprising opposing protuberances arranged along a longitudinal axis of the rod; a wing comprising an opening and ratcheting members on an interior wall of the opening, wherein the rod is disposed through the opening such that the ratcheting members engage the protuberances to secure the wing on the rod at a first position and disengage with the protuberances at a second position via rotation of the rod a central barrel having a first side and a second side, which extend on either side of the rod, the first side comprising at least one insertion instrument connecting portion and the second side having at least one insertion instrument connecting portion; an insertion instrument configured to couple to the first side and the second side of the central barrel; and a compressor instrument configured to couple to the rod and the second wing, wherein the central barrel is configured to be positioned in an interspinous space. - View Dependent Claims (12, 13, 14)
