1. A method for communicating data between a mobile station and a base station in a cellular communication system, comprising:
- determining a fixed power level for the transmission of data over a predetermined time interval;
selecting an encoding rate for the transmission of data between the base station and the mobile station;
selecting an amount of data to be transmitted between the base station and the mobile station;
selecting a modulation format for the transmission of data between the base station and the mobile station;
encoding and modulating the selected amount of data in accordance with the selected encoding rate and the selected modulation format for the transmission of data; and
transmitting the encoded and modulated data from the base station to the mobile station at a transmission rate;
wherein the fixed power level is based on the transmission rate, a required signal to noise ratio for a given error rate, path loss, and other losses, wherein one of transmission rate and required signal to noise ratio is varied based on an effective distance between the mobile station and the base station, the effective distance based on physical distance and signal propagation path.

Abstract
A method and apparatus for transmitting digital data in a cellular environment. Adjacent cells of the cellular system are prevented from simultaneously transmitting data. Because the noise from transmissions of adjacent cells is a primary source of interference, the transmission rate of power limited base stations can be dramatically increased when the noise from adjacent cells is eliminated. The transmissions to each subscriber station are made at a fixed transmission power level. However, the data rate of transmitted signals differs from one subscriber station to another depending the path loss differences. In a first exemplary embodiment, the data rate of transmissions to a subscriber station is determined by selecting an encoding rate for the transmitted signal while holding the symbol rate constant. In a second exemplary embodiment, the data rate of transmissions to a subscriber station is determined by selection a modulation format for the transmitted signal which directly changes the symbol rate of transmission to a subscriber station.

a controller configured to determine a fixed power level for the transmission of data over a predetermined time interval, select an amount of data to be transmitted between the base station and the mobile station, and select a modulation format for the transmission of data between the base station and the mobile station; an encoder configured to encode and a modulator configured to modulate the selected amount of data in accordance with the selected modulation format for the transmission of data; and a transmitter configured to transmit the encoded and modulated data from the base station to the mobile station at the determined fixed power level at a transmission rate, wherein the fixed power level is based on the transmission rate, a required signal to noise ratio for a given error rate, path loss, and other losses, one of transmission rate and required signal to noise ratio varies based on an effective distance between the mobile station and the base station, the effective distance based on physical distance and signal propagation path. - View Dependent Claims (6, 7, 8)
