1. A method for communicating data between a mobile station and a base station in a cellular communication system, comprising:

  • determining a fixed power level for the transmission of data over a predetermined time interval;

    selecting an encoding rate for the transmission of data between the base station and the mobile station;

    selecting an amount of data to be transmitted between the base station and the mobile station;

    selecting a modulation format for the transmission of data between the base station and the mobile station;

    encoding and modulating the selected amount of data in accordance with the selected encoding rate and the selected modulation format for the transmission of data; and

    transmitting the encoded and modulated data from the base station to the mobile station at a transmission rate;

    wherein the fixed power level is based on the transmission rate, a required signal to noise ratio for a given error rate, path loss, and other losses, wherein one of transmission rate and required signal to noise ratio is varied based on an effective distance between the mobile station and the base station, the effective distance based on physical distance and signal propagation path.
