1. An apparatus for wireless communication, comprising:

  • at least one processor configured to;

    initiate handover of a user equipment (UE) from a cell of a source base station to a first cell of a target base station, andinitiate handover to a second cell of the target base station if the handover to the first cell of the target base station fails, wherein the first cell and the second cell are both served by the target base station, wherein context information for the UE is transferred from the source base station to the target base station for the handover, and wherein the context information is available to both the first and second cells of the target base station; and

    a memory coupled to the at least one processor.
