1. A method for selecting a shoulder-tap approach for delivery to a cellular mobile station comprising:

  • determining a cellular mobile station profile having cellular mobile station characteristics of at least one of a cellular mobile station state and a radio access technology;

    determining one or more shoulder-tap characteristics of a plurality of shoulder-tap approaches wherein the shoulder-tap characteristics of each of plurality of shoulder-tap approach includes at least one of;

    IP State, number of characters of data, data alphabet value, numeric data range value, relative reliability value and relative cost value;

    comparing the cellular mobile station characteristics of the cellular mobile profile and the one or more shoulder-tap characteristics; and

    selecting at least one of the shoulder-tap approaches in relation to a result of the comparing.
