1. A method of setting Quality of Service for a wireless wide area network (WAN) bearer in response to an emergency event, the method comprising:
- an interoperability gateway performing;
receiving a signal from a first device, wherein the signal comprises an indication of an emergency event for a first user and wherein the first user is operating the first device in a first wireless WAN of a first network type;
responsive to receiving the indication, determining a set of devices related to the first user, wherein the set of devices includes the first device and at least a second device operating in a second wireless WAN of a second network type;
instructing the second WAN to modify at least one Quality of Service setting for a bearer belonging to the second WAN, wherein the bearer belonging to the second WAN is for use by the second device for transport of content.

an interface configured to connect to a device to receive a signal from a first device, wherein the signal comprises an indication of an emergency event for a first user and wherein the first user is operating the first device in a first wireless WAN of a first network type; and a processing device couple to the interface and configured to; responsive to receiving the indication, determine a set of devices related to the first user, wherein the set of devices includes the first device and at least a second device operating in a second wireless WAN of a second network type; instruct the second WAN to set Quality of Service for at least one bearer belonging to the second WAN, wherein the bearer belonging to the second WAN is for use by the second device for transport of content.
